This happens when two-factor authentication is enabled in the "user local" setting, and that user authentication type is set to a remote authentication method (eg: ldap).This vulnerability is known as CVE-2020-12812 since 05/12/2020. The attack can be launched remotely. A single authentication is needed for exploitation. Technical details are unknown but an exploit is available. The advisory points out:

Upgrading to version 6.0.10, 6.2.4 or 6.4.1 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability. The advisory contains the following remark:
A new CLI attribute called "username-case-sensitivity" was added in "user local" CLI settings, and is now available when remote and two-factor authentication are both enabled.
