Discourse up to 2.0.x/3.0.x allocation of resources

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability was found in Discourse up to 2.0.x/3.0.x and classified as problematic. This issue affects an unknown functionality. The manipulation with an unknown input leads to a allocation of resources vulnerability. Using CWE to declare the problem leads to CWE-770. The product allocates a reusable resource or group of resources on behalf of an actor without imposing any restrictions on the size or number of resources that can be allocated, in violation of the intended security policy for that actor. Impacted is availability. The summary by CVE is:

Discourse is an open source platform for community discussion. Versions prior to 3.1.0.beta1 (beta) (tests-passed) are vulnerable to Allocation of Resources Without Limits. Users can create chat drafts of an unlimited length, which can cause a denial of service by generating an excessive load on the server. Additionally, an unlimited number of drafts were loaded when loading the user. This issue has been patched in version 2.1.0.beta1 (beta) and (tests-passed). Users should upgrade to the latest version where a limit has been introduced. There are no workarounds available.

The weakness was presented 01/27/2023 as GHSA-pwj4-rf62-p224. The advisory is shared at github.com. The identification of this vulnerability is CVE-2023-22740 since 01/06/2023. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1499 for this issue.

Upgrading to version 2.1.0.beta1 or 3.1.0.beta1 eliminates this vulnerability. Applying the patch 5eaf0802398ff06604f03b27a28dd274f2ffa576 is able to eliminate this problem. The bugfix is ready for download at github.com. The best possible mitigation is suggested to be upgrading to the latest version.
