editproducts.cgi in Bugzilla 2.16.3 and earlier, when usebuggroups is enabled, does not properly remove group add privileges from a group that is being deleted, which allows users with those privileges to perform unauthorized additions to the next group that is assigned with the original group ID.
The weakness was released 08/18/2004 by ryan (Website). The advisory is available at securityfocus.com. This vulnerability is handled as CVE-2003-1044 since 05/27/2004. The exploitation is known to be easy. The attack may be launched remotely. No form of authentication is required for exploitation. Technical details are known, but there is no available exploit.
