The libwww-perl LWP::Protocol::https module 6.04 through 6.06 for Perl, when using IO::Socket::SSL as the SSL socket class, allows attackers to disable server certificate validation via the (1) HTTPS_CA_DIR or (2) HTTPS_CA_FILE environment variable.

The weakness was disclosed 04/22/2023. The advisory is shared at openwall.com. The identification of this vulnerability is CVE-2014-3230 since 05/06/2014. The exploitation is known to be difficult. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Technical details as well as a public exploit are known. MITRE ATT&CK project uses the attack technique T1587.003 for this issue.

The exploit is available at openwall.com. It is declared as proof-of-concept.

Applying a patch is able to eliminate this problem. The bugfix is ready for download at github.com.
