IBM Tivoli Micromuse Netcool/NeuSecure 3.0.236 has world-readable permissions for (1) /etc/neusecure.conf, (2) /opt/NeuSecure/etc/cms-3.0.236.buildconf, and (3) /opt/NeuSecure/bin/ns_archiver.log, which allows local users to read sensitive information such as passwords. NOTE: IBM has privately confirmed to CVE that a fix is available for these issues.

The bug was discovered 02/03/2006. The weakness was shared 02/21/2006 by Dimitry Snezhkov (Website). The advisory is shared for download at securityfocus.com. This vulnerability is handled as CVE-2006-0837 since 02/22/2006. The exploitation is known to be easy. The attack needs to be approached locally. No form of authentication is required for exploitation. There are known technical details, but no exploit is available. The MITRE ATT&CK project declares the attack technique as T1592.
