The child frames in Opera 9 before 9.20 inherit the default charset from the parent window when a charset is not specified in an HTTP Content-Type header or META tag, which allows remote attackers to conduct cross-site scripting (XSS) attacks, as demonstrated using the UTF-7 character set.

The weakness was presented 02/23/2007 by Stefan Esser (Website). The advisory is shared at hardened-php.net. This vulnerability is known as CVE-2007-1115. The attack can be launched remotely. The exploitation doesn't need any form of authentication. It demands that the victim is doing some kind of user interaction. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1059.007 for this issue.

The vulnerability scanner Nessus provides a plugin with the ID 25036 (Opera < 9.20 Multiple Vulnerabilities), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows. The commercial vulnerability scanner Qualys is able to test this issue with plugin 165078 (OpenSUSE Security Update for Opera (SUSE-SA:2007:028)).

Upgrading to version 9.20 eliminates this vulnerability.
