curl/interface.c in the cURL library (aka libcurl) in PHP 5.2.4 and 5.2.5 allows context-dependent attackers to bypass safe_mode and open_basedir restrictions and read arbitrary files via a file:// request containing a \x00 sequence, a different vulnerability than CVE-2006-2563.
The weakness was presented 05/02/2008 by Andrei Nigmatulin (ryan) (Website). The advisory is shared at php.net. This vulnerability is uniquely identified as CVE-2007-4850 since 09/12/2007. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1068 for this issue.

Upgrading eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at php.net. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published 4 months after the disclosure of the vulnerability.
