SolarWinds Orion Network Performance Monitor prior 10.1.13.0 cross-site request forgery

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability classified as problematic has been found in SolarWinds Orion Network Performance Monitor. This affects an unknown part. The manipulation with an unknown input leads to a cross-site request forgery vulnerability. CWE is classifying the issue as CWE-352. The web application does not, or can not, sufficiently verify whether a well-formed, valid, consistent request was intentionally provided by the user who submitted the request. This is going to have an impact on confidentiality, integrity, and availability. The summary by CVE is:

Multiple cross-site request forgery (CSRF) vulnerabilities in SolarWinds Orion Network Performance Monitor (NPM) before 10.3.1 allow remote attackers to hijack the authentication of administrators for requests that (1) create user accounts via CreateUserStepContainer actions to Admin/Accounts/Add/OrionAccount.aspx or (2) modify account privileges via a ynAdminRights action to Admin/Accounts/EditAccount.aspx.

The weakness was presented 08/12/2012 by muts as confirmed advisory (CERT.org). The advisory is shared at kb.cert.org. This vulnerability is uniquely identified as CVE-2012-2602 since 05/09/2012. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. It demands that the victim is doing some kind of user interaction. Technical details are unknown but a public exploit is available.

A public exploit has been developed by muts and been published even before and not after the advisory. The exploit is shared for download at securityfocus.com. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 22 days. During that time the estimated underground price was around $0-$5k. The vulnerability scanner Nessus provides a plugin with the ID 62118 (SolarWinds Orion NPM < 10.3.1 Multiple Vulnerabilities), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CGI abuses.

Upgrading to version 10.1.13.0 eliminates this vulnerability.

The vulnerability is also documented in the databases at X-Force (77147), Tenable (62118) and Exploit-DB (20011). See 61532 for similar entry.
