This vulnerability is handled as CVE-2014-3710 since 05/14/2014. The attack may be launched remotely. No form of authentication is required for exploitation. Technical details are known, but there is no available exploit. The advisory points out:

An attacker who can cause file(1) or any other applications using the libmagic(3) library to be run on a maliciously constructed input can cause the application to crash or consume excessive CPU resources, resulting in a denial-of-service.

The vulnerability scanner Nessus provides a plugin with the ID 78728 (Fedora 20 : file-5.19-7.fc20 (2014-13571)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Fedora Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 236004 (Red Hat Update for file (RHSA-2016:0760)).

Applying a patch is able to eliminate this problem. A possible mitigation has been published immediately after the disclosure of the vulnerability.
