A vulnerability was found in NTP Daemon up to 4.2.7 (Network Management Software). It has been rated as critical. This issue affects the function ctl_putdata. The manipulation with an unknown input leads to a memory corruption vulnerability. Using CWE to declare the problem leads to CWE-119. The product performs operations on a memory buffer, but it can read from or write to a memory location that is outside of the intended boundary of the buffer. Impacted is confidentiality, integrity, and availability.

The weakness was presented 11/03/2014 by Stephen Roettger with Google Security Team as Sec 2668 as confirmed bug report (Bug Tracker). The advisory is shared at bugs.ntp.org. The identification of this vulnerability is CVE-2014-9295 since 12/05/2014. The exploitation is known to be easy. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Technical details are known, but no exploit is available. The price for an exploit might be around USD $0-$5k at the moment (estimation calculated on 03/01/2022). Due to its background and reception, this vulnerability has a historic impact. The advisory points out:

A remote attacker can send a carefully crafted packet that can overflow a stack buffer and potentially allow malicious code to be executed with the privilege level of the ntpd process.

The vulnerability scanner Nessus provides a plugin with the ID 80217 (SuSE 11.3 Security Update : ntp (SAT Patch Number 10117)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family SuSE Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 185097 (HP-UX Running NTP Multiple Vulnerabilities (HPSBUX03240)).

Upgrading to version 4.2.8 eliminates this vulnerability. It is possible to mitigate the problem by applying the configuration setting restrict ... noquery. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published 2 months after the disclosure of the vulnerability.
