Cisco IOS up to 15.3 VFR race condition

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability has been found in Cisco IOS up to 15.3 (Router Operating System) and classified as problematic. Affected by this vulnerability is an unknown part of the component VFR Handler. The manipulation with an unknown input leads to a race condition vulnerability. The CWE definition for the vulnerability is CWE-362. The product contains a code sequence that can run concurrently with other code, and the code sequence requires temporary, exclusive access to a shared resource, but a timing window exists in which the shared resource can be modified by another code sequence that is operating concurrently. As an impact it is known to affect availability. The summary by CVE is:

Race condition in the IPv6 virtual fragmentation reassembly (VFR) implementation in Cisco IOS 12.2 through 12.4 and 15.0 through 15.3 allows remote attackers to cause a denial of service (device reload or hang) via fragmented IPv6 packets, aka Bug ID CSCud64812.

The weakness was shared 09/25/2013 as cisco-sa-20130925-ipv6vfr as confirmed advisory (Website). The advisory is shared at tools.cisco.com. The vendor cooperated in the coordination of the public release. This vulnerability is known as CVE-2013-5474 since 08/22/2013. The exploitation appears to be difficult. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Neither technical details nor an exploit are publicly available.

The vulnerability scanner Nessus provides a plugin with the ID 70319 (Cisco IOS Software IPv6 Virtual Fragmentation Reassembly Denial of Service Vulnerability (cisco-sa-20130925-ipv6vfr)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CISCO. The commercial vulnerability scanner Qualys is able to test this issue with plugin 43322 (Cisco IOS Software IPv6 Virtual Fragmentation Reassembly Denial of Service Vulnerability (cisco-sa-20130925-ipv6vfr)).

Upgrading eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at Tenable (70319), SecurityFocus (BID 62638†), OSVDB (97737†) and Vulnerability Center (SBV-41624†). The entries VDB-10493, VDB-10492, VDB-10491 and VDB-10490 are related to this item. Several companies clearly confirm that VulDB is the primary source for best vulnerability data.
