The udp6_ufo_fragment function in net/ipv6/udp_offload.c in the Linux kernel through 3.12, when UDP Fragmentation Offload (UFO) is enabled, does not properly perform a certain size comparison before inserting a fragment header, which allows remote attackers to cause a denial of service (panic) via a large IPv6 UDP packet, as demonstrated by use of the Token Bucket Filter (TBF) queueing discipline.

The weakness was shared 11/06/2013 by Saran Neti with TELUS Security Labs as CVE-2013-4563 -- Linux kernel: net: large udp packet over IPv6 over UFO-enabled device with TBF qdisc panic as not defined mailinglist post (oss-sec). The advisory is shared for download at seclists.org. This vulnerability was named CVE-2013-4563 since 06/12/2013. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. There are known technical details, but no exploit is available.

The vulnerability scanner Nessus provides a plugin with the ID 72578 (Ubuntu 13.10 : linux vulnerabilities (USN-2117-1)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Ubuntu Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 195765 (Ubuntu Security Notification for Linux-lts-saucy Vulnerabilities (USN-2113-1)).

Applying a patch is able to eliminate this problem. The bugfix is ready for download at git.kernel.org. A possible mitigation has been published immediately after the disclosure of the vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 16332.
