A vulnerability was found in Quagga BGP Daemon up to 1.2.2 (Network Routing Software). It has been rated as problematic. Affected by this issue is the function bgp_capability_msg_parse of the file bgp_packet.c of the component BGP OPEN Message Handler. The manipulation with an unknown input leads to a resource consumption vulnerability. Using CWE to declare the problem leads to CWE-400. The Quagga BGP daemon (bgpd) prior to version 1.2.3 has a bug in its parsing of "Capabilities" in BGP OPEN messages, in the bgp_packet.c:bgp_capability_msg_parse function. The parser can enter an infinite loop on invalid capabilities if a Multi-Protocol capability does not have a recognized AFI/SAFI, causing a denial of service.
The bug was discovered 02/15/2018. The weakness was presented 02/19/2018 as confirmed advisory (CERT.org). The advisory is shared for download at kb.cert.org. This vulnerability is handled as CVE-2018-5381 since 01/12/2018. The exploitation is known to be easy. The attack may be launched remotely. No form of authentication is required for exploitation. There are known technical details, but no exploit is available. The MITRE ATT&CK project declares the attack technique as T1499.
The vulnerability scanner Nessus provides a plugin with the ID 106854 (Debian DSA-4115-1 : quagga - security update), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Debian Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 351179 (Amazon Linux Security Advisory for quagga: ALAS-2018-957).
Upgrading to version 1.2.3 eliminates this vulnerability. A possible mitigation has been published even before and not after the disclosure of the vulnerability.
