A vulnerability was found in PHP up to 7.1.26/7.2.15/7.3.2 (Programming Language Software) and classified as critical. This issue affects the function rename of the component File Permission. The manipulation with an unknown input leads to a access control vulnerability. Using CWE to declare the problem leads to CWE-264. Impacted is confidentiality, integrity, and availability. An issue was discovered in PHP before 7.1.27, 7.2.x before 7.2.16, and 7.3.x before 7.3.3. Due to the way rename() across filesystems is implemented, it is possible that file being renamed is briefly available with wrong permissions while the rename is ongoing, thus enabling unauthorized users to access the data.
The bug was discovered 03/12/2019. The weakness was released 03/09/2019 (Website). It is possible to read the advisory at debian.org. The identification of this vulnerability is CVE-2019-9637 since 03/08/2019. The exploitation is known to be difficult. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Technical details of the vulnerability are known, but there is no available exploit. The attack technique deployed by this issue is T1068 according to MITRE ATT&CK.
The commercial vulnerability scanner Qualys is able to test this issue with plugin 197405 (Ubuntu Security Notification for Php7.0, Php7.2 Vulnerabilities (USN-3922-1)).
Upgrading to version 7.1.27, 7.2.16 or 7.3.3 eliminates this vulnerability.
