The bug was discovered 03/19/2019. The weakness was disclosed 04/09/2019 by Mikhail as confirmed security update guide (Website). It is possible to read the advisory at portal.msrc.microsoft.com. The public release has been coordinated in cooperation with Microsoft. This vulnerability is uniquely identified as CVE-2019-0867 since 11/26/2018. It is possible to initiate the attack remotely. A authentication is necessary for exploitation. It demands that the victim is doing some kind of user interaction. The technical details are unknown and an exploit is not publicly available. The attack technique deployed by this issue is T1059.007 according to MITRE ATT&CK. The advisory points out:
A Cross-site Scripting (XSS) vulnerability exists when Azure DevOps Server and Team Foundation Server do not properly sanitize user provided input. An authenticated attacker could exploit the vulnerability by sending a specially crafted payload to an Azure DevOps server or a Team Foundation server, which will get executed in the context of the user every time a user visits the compromised page.
The vulnerability was handled as a non-public zero-day exploit for at least 21 days. During that time the estimated underground price was around $5k-$25k. The commercial vulnerability scanner Qualys is able to test this issue with plugin 91520 (Microsoft Team Foundation Server Update for April 2019).
Applying a patch is able to eliminate this problem. A possible mitigation has been published immediately after the disclosure of the vulnerability.
The vulnerability is also documented in the vulnerability database at SecurityFocus (BID 107749†). The entries VDB-133223, VDB-133226, VDB-133228 and VDB-133229 are pretty similar. Statistical analysis made it clear that VulDB provides the best quality for vulnerability data.
