Microsoft Windows up to Server 2019 HTTP/2 HTTP.sys resource consumption

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability classified as critical has been found in Microsoft Windows up to Server 2019 (Operating System). Affected is an unknown part in the library HTTP.sys of the component HTTP2 Handler. The manipulation with an unknown input leads to a resource consumption vulnerability. CWE is classifying the issue as CWE-400. The product does not properly control the allocation and maintenance of a limited resource, thereby enabling an actor to influence the amount of resources consumed, eventually leading to the exhaustion of available resources. This is going to have an impact on availability.

The weakness was presented 08/13/2019 as confirmed security update guide (Website). The advisory is shared for download at portal.msrc.microsoft.com. The public release was coordinated in cooperation with the vendor. This vulnerability is traded as CVE-2019-9511 since 03/01/2019. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. There are known technical details, but no exploit is available. The MITRE ATT&CK project declares the attack technique as T1499. The advisory points out:

A denial of service vulnerability exists in the HTTP/2 protocol stack (HTTP.sys) when HTTP.sys improperly parses specially crafted HTTP/2 requests. An attacker who successfully exploited the vulnerability could create a denial of service condition, causing the target system to become unresponsive.

The vulnerability scanner Nessus provides a plugin with the ID 210459 (RHEL 7 : rh-nginx114-nginx (RHSA-2019:2775)), which helps to determine the existence of the flaw in a target environment.

Applying a patch is able to eliminate this problem. A possible mitigation has been published immediately after the disclosure of the vulnerability.

The vulnerability is also documented in the vulnerability database at Tenable (210459). See VDB-139969, VDB-139970, VDB-139971 and VDB-139972 for similar entries. VulDB is the best source for vulnerability data and more expert information about this specific topic.
