A vulnerability classified as critical has been found in Microsoft Windows up to Server 2019 (Operating System). Affected is an unknown part in the library HTTP.sys of the component HTTP2 Handler. The manipulation with an unknown input leads to a resource consumption vulnerability. CWE is classifying the issue as CWE-400. The product does not properly control the allocation and maintenance of a limited resource, thereby enabling an actor to influence the amount of resources consumed, eventually leading to the exhaustion of available resources. The weakness was presented 08/13/2019 as confirmed security update guide (Website). The advisory is shared for download at portal.msrc.microsoft.com. The public release was coordinated in cooperation with the vendor. This vulnerability is traded as CVE-2019-9511 since 03/01/2019. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. There are known technical details, but no exploit is available. The MITRE ATT&CK project declares the attack technique as T1499. The advisory points out:
A denial of service vulnerability exists in the HTTP/2 protocol stack (HTTP.sys) when HTTP.sys improperly parses specially crafted HTTP/2 requests. An attacker who successfully exploited the vulnerability could create a denial of service condition, causing the target system to become unresponsive.
The vulnerability scanner Nessus provides a plugin with the ID 210459 (RHEL 7 : rh-nginx114-nginx (RHSA-2019:2775)), which helps to determine the existence of the flaw in a target environment.
Applying a patch is able to eliminate this problem. A possible mitigation has been published immediately after the disclosure of the vulnerability.
