Details
A vulnerability, which was classified as critical, was found in Microsoft Windows up to Server 2019 (Operating System). This affects some unknown processing in the library HTTP.sys of the component HTTP2 Handler. The manipulation with an unknown input leads to a resource consumption vulnerability. CWE is classifying the issue as CWE-400. The product does not properly control the allocation and maintenance of a limited resource, thereby enabling an actor to influence the amount of resources consumed, eventually leading to the exhaustion of available resources. This is going to have an impact on availability.
The weakness was released 08/13/2019 as confirmed security update guide (Website). It is possible to read the advisory at portal.msrc.microsoft.com. The public release was coordinated with Microsoft. This vulnerability is uniquely identified as CVE-2019-9514 since 03/01/2019. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Technical details of the vulnerability are known, but there is no available exploit. The attack technique deployed by this issue is T1499 according to MITRE ATT&CK. The advisory points out:
A denial of service vulnerability exists in the HTTP/2 protocol stack (HTTP.sys) when HTTP.sys improperly parses specially crafted HTTP/2 requests. An attacker who successfully exploited the vulnerability could create a denial of service condition, causing the target system to become unresponsive.
The vulnerability scanner Nessus provides a plugin with the ID 236549 (Alibaba Cloud Linux 3 : 0013: container-tools:rhel8 (ALINUX3-SA-2021:0013)), which helps to determine the existence of the flaw in a target environment.
Applying a patch is able to eliminate this problem. A possible mitigation has been published immediately after the disclosure of the vulnerability.
