A vulnerability, which was classified as problematic, has been found in Microsoft Internet Explorer, Outlook Express and Frontpage Express (Web Browser) (affected version not known). This issue affects some unknown functionality of the component HTML Form Control. The manipulation as part of a Large Fields leads to a resource consumption vulnerability. Using CWE to declare the problem leads to CWE-400. The product does not properly control the allocation and maintenance of a limited resource, thereby enabling an actor to influence the amount of resources consumed, eventually leading to the exhaustion of available resources. Microsoft HTML control as used in (1) Internet Explorer 5.0, (2) FrontPage Express, (3) Outlook Express 5, and (4) Eudora, and possibly others, allows remote malicious web site or HTML emails to cause a denial of service (100% CPU consumption) via large HTML form fields such as text inputs in a table cell.
The weakness was disclosed 08/27/1999 as not defined posting (NTBugtraq). It is possible to read the advisory at marc.theaimsgroup.com. The identification of this vulnerability is CVE-1999-1016. The exploitation is known to be easy. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Technical details are unknown but a public exploit is available. The attack technique deployed by this issue is T1499 according to MITRE ATT&CK.
The exploit is available at exploit-db.com. It is declared as proof-of-concept. We expect the 0-day to have been worth approximately $5k-$25k.
