fopen_wrappers.c in PHP 4.4.0, and possibly other versions, does not properly restrict access to other directories when the open_basedir directive includes a trailing slash, which allows PHP scripts in one directory to access files in other directories whose names are substrings of the original directory.
The bug was discovered 09/27/2005. The weakness was shared 10/31/2005 by Stefan Esser with Hardened-PHP Project (Website). The advisory is shared at hardened-php.net. This vulnerability is known as CVE-2005-3054 since 09/26/2005. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1592 for this issue.

The commercial vulnerability scanner Qualys is able to test this issue with plugin 12201 (PHP Safedir Restriction Bypass Vulnerabilities).
Upgrading to version 4.4.1 eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at php.net. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published 2 weeks after the disclosure of the vulnerability.
