The manipulation of the argument user_inc with an unknown input leads to a remote code execution vulnerability. This is going to have an impact on confidentiality, integrity, and availability. init.php in WebCalendar allows remote attackers to execute arbitrary local PHP scripts via the user_inc parameter.
The weakness was released 12/31/2004 by Joxean Koret (Website). It is possible to read the advisory at marc.theaimsgroup.com.
