Cross-site scripting (XSS) vulnerability in Internet Explorer 5.01 and 6 in Microsoft Windows 2000 SP4 permits access to local "HTML-embedded resource files" in the Microsoft Management Console (MMC) library, which allows remote authenticated users to execute arbitrary commands, aka "MMC Redirect Cross-Site Scripting Vulnerability."

The bug was discovered 08/08/2006. The weakness was presented 08/08/2006 by Yorick Koster, H. D. Moore and Tom Gilder with ITsec Security Services as MS06-044 as confirmed bulletin (Technet). The advisory is shared at microsoft.com. This vulnerability is uniquely identified as CVE-2006-3643 since 07/17/2006. The attack needs to be initiated within the local network. No form of authentication is needed for exploitation. It demands that the victim is doing some kind of user interaction. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1059.007 for this issue.

It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 2364 days. During that time the estimated underground price was around $25k-$100k. The vulnerability scanner Nessus provides a plugin with the ID 22186 (MS06-044: Vulnerability in Microsoft Management Console Could Allow Remote Code Execution (917008)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 90345 (Microsoft Management Console Remote Code Execution Vulnerability (MS06-044)).

Applying the patch MS06-044 is able to eliminate this problem. The bugfix is ready for download at microsoft.com. A possible mitigation has been published immediately after the disclosure of the vulnerability. Attack attempts may be identified with Snort ID 7423. In this case the pattern res|3A|//mmc.exe is used for detection. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 4597.
