Apache Tomcat up to 4.1.31 Accept-Language Header cross site scripting

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

This is going to have an impact on confidentiality, integrity, and availability. The summary by CVE is:

Cross-site scripting (XSS) vulnerability in certain applications using Apache Tomcat 4.0.0 through 4.0.6 and 4.1.0 through 4.1.34 allows remote attackers to inject arbitrary web script or HTML via crafted "Accept-Language headers that do not conform to RFC 2616".

The bug was discovered 05/09/2007. The weakness was released 06/19/2007 by Masato Anzai Toshiharu Sugiyama (Website). The advisory is shared at jvn.jp. This vulnerability is uniquely identified as CVE-2007-1358 since 03/08/2007. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1059.007 for this issue.

It is declared as proof-of-concept. We expect the 0-day to have been worth approximately $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 46868 (Apache Tomcat 5.x < 5.5.21 Multiple Vulnerabilities), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Web Servers and running in the context r. The commercial vulnerability scanner Qualys is able to test this issue with plugin 156089 (Oracle Enterprise Linux Update for Tomcat (ELSA-2007-0327)).

Upgrading to version 4.1.36 eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at tomcat.apache.org. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published before and not just after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at X-Force (42608), Tenable (46868), SecurityFocus (BID 24524†), OSVDB (34881†) and Secunia (SA25721†).
