A vulnerability has been found in Apache HTTP Server up to 2.2 (Web Server) and classified as problematic. This vulnerability affects some unknown processing of the file shtml of the component htaccess. The manipulation of the argument Options=IncludesNOEXEC with an unknown input leads to a config vulnerability. The CWE definition for the vulnerability is CWE-16. The Apache HTTP Server 2.2.11 and earlier 2.2 versions does not properly handle Options=IncludesNOEXEC in the AllowOverride directive, which allows local users to gain privileges by configuring (1) Options Includes, (2) Options +Includes, or (3) Options +IncludesNOEXEC in a .htaccess file, and then inserting an exec element in a .shtml file.
The bug was discovered 04/23/2009. The weakness was shared 05/27/2009 as Bug 489436 as confirmed bug report (Bugzilla). The advisory is available at bugzilla.redhat.com. This vulnerability was named CVE-2009-1195 since 03/31/2009. The exploitation appears to be easy. Local access is required to approach this attack. No form of authentication is required for a successful exploitation. Technical details are known, but there is no available exploit. This vulnerability is assigned to T1592.004 by the MITRE ATT&CK project.
It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 35 days. During that time the estimated underground price was around $25k-$100k. By approaching the search of inurl:shtml it is possible to find vulnerable targets with Google Hacking. The vulnerability scanner Nessus provides a plugin with the ID 42245 (openSUSE Security Update : apache2 (apache2-1419)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family SuSE Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 118824 (HP-UX Apache-based Web Server Remote Denial of Service Vulnerability (HPSBUX02612)).
Upgrading eliminates this vulnerability. A possible mitigation has been published 6 months after the disclosure of the vulnerability.
