The weakness was published 07/15/2014 by Jeff Trawick with Apache as Fixed in Apache httpd 2.4.10-dev as confirmed advisory (Website). The advisory is shared for download at httpd.apache.org. This vulnerability was named CVE-2014-3523 since 05/14/2014. The exploitation appears to be easy. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. There are neither technical details nor an exploit publicly available. The advisory points out:

A flaw was found in the WinNT MPM in httpd versions 2.4.1 to 2.4.9, when using the default AcceptFilter for that platform. A remote attacker could send carefully crafted requests that would leak memory and eventually lead to a denial of service against the server.

The vulnerability was handled as a non-public zero-day exploit for at least 14 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 76622 (Apache 2.4.x < 2.4.10 Multiple Vulnerabilities), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Web Servers and running in the context r. The commercial vulnerability scanner Qualys is able to test this issue with plugin 86171 (HP System Management Homepage Multiple Vulnerabilities (HPSBMU03380)).

Upgrading to version 2.4.10-dev eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
