Apache HTTP Server up to 2.4.9 mod_cgid resource management

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability was found in Apache HTTP Server up to 2.4.9 (Web Server) and classified as problematic. This issue affects some unknown functionality of the component mod_cgid. The manipulation with an unknown input leads to a resource management vulnerability. Using CWE to declare the problem leads to CWE-399. Impacted is availability. The summary by CVE is:

The mod_cgid module in the Apache HTTP Server before 2.4.10 does not have a timeout mechanism, which allows remote attackers to cause a denial of service (process hang) via a request to a CGI script that does not read from its stdin file descriptor.

The weakness was released 07/14/2014 by Rainer Jung with Apache as Fixed in Apache httpd 2.4.10-dev as confirmed advisory (Website). The advisory is shared at httpd.apache.org. The identification of this vulnerability is CVE-2014-0231 since 12/03/2013. The exploitation is known to be easy. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Neither technical details nor an exploit are publicly available. The advisory points out:

A flaw was found in mod_cgid. If a server using mod_cgid hosted CGI scripts which did not consume standard input, a remote attacker could cause child processes to hang indefinitely, leading to denial of service.

The vulnerability was handled as a non-public zero-day exploit for at least 28 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 78331 (Amazon Linux AMI : httpd (ALAS-2014-388)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Amazon Linux Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 185106 (HP-UX Apache Web Server Suite Remote Denial of Service Vulnerability (HPSBUX03337)).

Upgrading to version 2.4.10-dev eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at X-Force (94674), Tenable (78331), SecurityFocus (BID 68742†), OSVDB (109234†) and Secunia (SA60536†). Entries connected to this vulnerability are available at VDB-6090, VDB-6092, VDB-9602 and VDB-67180.
