The weakness was disclosed 01/11/2017 by Omid with Open Security as Multiple Vulnerabilities in cPanel as not defined mailinglist post (Bugtraq). The advisory is shared at seclists.org. The public release happened without involvement of the project team. An attack has to be approached locally. The exploitation doesn't need any form of authentication. It demands that the victim is doing some kind of user interaction. Technical details are unknown but a public exploit is available.
