The weakness was presented 01/11/2017 by Omid with Open Security as Multiple Vulnerabilities in cPanel as not defined mailinglist post (Bugtraq). The advisory is available at seclists.org. The vendor was not involved in the coordination of the public release. The exploitation is known to be easy. The attack may be launched remotely. No form of authentication is required for exploitation. Technical details as well as a public exploit are known. This vulnerability is assigned to T1592 by the MITRE ATT&CK project. The advisory points out:

Any unauthorized visitor can find valid system users. POC : If the hacker calls "entropysearch.cgi" script with an invalid username, the error message will be : "Could not chdir into /.htmltemplates: No such file or directory"

After immediately, there has been an exploit disclosed. The exploit is available at seclists.org. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 36 days. During that time the estimated underground price was around $0-$5k.

cPanel believes that these are not security vulnerabilities, so the issue already exist.
