Details
A vulnerability classified as very critical has been found in Apache Struts up to 2.3.15 (Programming Tool Software). This affects an unknown code block of the component DefaultActionMapper. The manipulation of the argument action:/redirect:/redirectAction: with an unknown input leads to a input validation vulnerability. CWE is classifying the issue as CWE-74. The product constructs all or part of a command, data structure, or record using externally-influenced input from an upstream component, but it does not neutralize or incorrectly neutralizes special elements that could modify how it is parsed or interpreted when it is sent to a downstream component. This is going to have an impact on confidentiality, integrity, and availability. The summary by CVE is:
Apache Struts 2.0.0 through 2.3.15 allows remote attackers to execute arbitrary OGNL expressions via a parameter with a crafted (1) action:, (2) redirect:, or (3) redirectAction: prefix.
The weakness was disclosed 07/16/2013 by Takeshi Terada with Mitsui Bussan Secure Directions as confirmed advisory (Website). It is possible to read the advisory at struts.apache.org. The public release has been coordinated in cooperation with Apache. This vulnerability is uniquely identified as CVE-2013-2251 since 02/19/2013. The exploitability is told to be difficult. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Technical details and a public exploit are known. The pricing for an exploit might be around USD $0-$5k at the moment (estimation calculated on 09/09/2024). The attack technique deployed by this issue is T1055 according to MITRE ATT&CK.
A public exploit has been developed by Takeshi Terada and been published immediately after the advisory. The exploit is shared for download at struts.apache.org. It is declared as attacked. We expect the 0-day to have been worth approximately $25k-$100k. The vulnerability scanner Nessus provides a plugin with the ID 68981 (Apache Struts 2 'action:' Parameter Arbitrary Remote Command Execution), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CGI abuses and running in the context r. The commercial vulnerability scanner Qualys is able to test this issue with plugin 150153 (Apache Struts Multiple Remote Code Execution Vulnerabilities (S2-016,S2-017)). The CISA Known Exploited Vulnerabilities Catalog lists this issue since 03/25/2022 with a due date of 04/15/2022:
Apply updates per vendor instructions.Upgrading to version 2.3.15.1 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
