In Moodle 2.x and 3.x, non-admin site managers may accidentally edit admins via web services.

The bug was discovered 11/21/2016. The weakness was released 01/20/2017 (Website). The advisory is shared at securityfocus.com. The identification of this vulnerability is CVE-2016-8643 since 10/12/2016. The attack may be initiated remotely. A simple authentication is required for exploitation.
