Cross-site scripting (XSS) vulnerability in Microsoft Internet Explorer 6 through 10 allows remote attackers to inject arbitrary web script or HTML via crafted character sequences with EUC-JP encoding, aka "EUC-JP Character Encoding Vulnerability."

The issue has been introduced in 03/22/2001. The weakness was published 08/13/2013 by Alex Inführ as MS13-059 as confirmed bulletin (Technet). The advisory is shared for download at technet.microsoft.com. The public release has been coordinated with the vendor. This vulnerability was named CVE-2013-3192 since 04/17/2013. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Successful exploitation requires user interaction by the victim. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1059.007.

The vulnerability was handled as a non-public zero-day exploit for at least 4527 days. During that time the estimated underground price was around $25k-$100k. The vulnerability scanner Nessus provides a plugin with the ID 69324 (MS13-059: Cumulative Security Update for Internet Explorer (2862772)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins. The commercial vulnerability scanner Qualys is able to test this issue with plugin 100160 (Microsoft Internet Explorer Multiple Remote Code Execution Vulnerabilities (MS13-059)).

Applying the patch MS13-059 is able to eliminate this problem. The bugfix is ready for download at technet.microsoft.com. A possible mitigation has been published immediately after the disclosure of the vulnerability.
