The weakness was disclosed 09/10/2013 by Kaveh Ghaemmaghami as MS13-074 as confirmed bulletin (Technet) via Secunia. It is possible to read the advisory at technet.microsoft.com. The public release has been coordinated in cooperation with Microsoft. This vulnerability is uniquely identified as CVE-2013-3156 since 04/17/2013. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. The technical details are unknown and an exploit is not publicly available. The pricing for an exploit might be around USD $0-$5k at the moment (estimation calculated on 05/24/2021).

The vulnerability scanner Nessus provides a plugin with the ID 69834 (MS13-074: Vulnerabilities in Microsoft Access Could Allow Remote Code Execution (2848637)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins. The commercial vulnerability scanner Qualys is able to test this issue with plugin 110218 (Microsoft Office Access Multiple Memory Corruption Vulnerabilities (MS13-074)).

Applying the patch MS13-074 is able to eliminate this problem. The bugfix is ready for download at technet.microsoft.com. A possible mitigation has been published immediately after the disclosure of the vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 13578.
