OTRS Help Desk before/ITSM/FAQ prior 3.2.4 Object Linking privileges management

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability was found in OTRS Help Desk before, ITSM and FAQ (Service Management Software). It has been rated as critical. Affected by this issue is some unknown functionality of the component Object Linking Handler. The manipulation with an unknown input leads to a privileges management vulnerability. Using CWE to declare the problem leads to CWE-269. The product does not properly assign, modify, track, or check privileges for an actor, creating an unintended sphere of control for that actor. Impacted is confidentiality, integrity, and availability. CVE summarizes:

An Access Bypass issue exists in OTRS Help Desk before 3.2.4, 3.1.14, and 3.0.19, OTRS ITSM before 3.2.3, 3.1.8, and 3.0.7, and FAQ before 2.2.3, 2.1.4, and 2.0.8. Access rights by the object linking mechanism is not verified

The bug was discovered 04/02/2013. The weakness was released 11/27/2019 by André Luerssen. This vulnerability is handled as CVE-2013-2625 since 03/18/2013. The attack may be launched remotely. No form of authentication is required for exploitation. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1068.

The vulnerability was handled as a non-public zero-day exploit for at least 3 days. During that time the estimated underground price was around $0-$5k. The vulnerability scanner Nessus provides a plugin with the ID 65853 (FreeBSD : otrs -- Information disclosure and Data manipulation (eae8e3cf-9dfe-11e2-ac7f-001fd056c417)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family FreeBSD Local Security Checks and running in the context l.

Upgrading to version 3.2.4 eliminates this vulnerability. A possible mitigation has been published even before and not after the disclosure of the vulnerability.

The vulnerability is also documented in the vulnerability database at Tenable (65853).
