Linux Kernel 2.6.16 Netfilter do_add_counters race condition

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

A vulnerability was found in Linux Kernel 2.6.16 (Operating System). It has been classified as problematic. Affected is the function do_add_counters of the component Netfilter. The manipulation with an unknown input leads to a race condition vulnerability. CWE is classifying the issue as CWE-362. The product contains a code sequence that can run concurrently with other code, and the code sequence requires temporary, exclusive access to a shared resource, but a timing window exists in which the shared resource can be modified by another code sequence that is operating concurrently. This is going to have an impact on confidentiality, integrity, and availability. CVE summarizes:

Race condition in the do_add_counters function in netfilter for Linux kernel 2.6.16 allows local users with CAP_NET_ADMIN capabilities to read kernel memory by triggering the race condition in a way that produces a size value that is inconsistent with allocated memory, which leads to a buffer over-read in IPT_ENTRY_ITERATE.

The bug was discovered 05/16/2006. The weakness was released 05/22/2006 by Solar Designer (Website). The advisory is shared for download at kernel.org. This vulnerability is traded as CVE-2006-0039 since 12/20/2005. The attack can only be initiated within the local network. The exploitation doesn't require any form of authentication. There are known technical details, but no exploit is available.

It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 60 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 27886 (Ubuntu 5.04 / 5.10 / 6.06 LTS : linux-source-2.6.10/-2.6.12/-2.6.15 vulnerabilities (USN-311-1)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Ubuntu Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 156246 (Oracle Enterprise Linux Update for Kernel (ELSA-2006:0617, ELSA-2006:0689)).

Upgrading eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at kernel.org. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published 2 months after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at X-Force (26583) and Tenable (27886). Entries connected to this vulnerability are available at 2254, 2255, 2257 and 2379.
