Neither technical details nor an exploit are publicly available. The advisory points out:

In the GIS editor feature, a parameter specifying the geometry type was not correcly validated, opening the door to a local file inclusion attack.

The vulnerability scanner Nessus provides a plugin with the ID 79653 (Fedora 19 : phpMyAdmin-4.2.12-1.fc19 (2014-15535)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Fedora Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 13072 (phpMyAdmin Multiple Security Vulnerabilities (PMASA-2014-11 -PMASA-2014-16)).

Upgrading to version 4.0.10.6, 4.1.14.7 or 4.2.12 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability. The advisory contains the following remark:

This vulnerability can be triggered only by someone who is logged in to phpMyAdmin, as the usual token protection prevents non-logged-in users from accessing the required page.
