In addition, a similar vulnerability exists in the core OpenID module (for sites that have this module enabled).
This vulnerability is known as CVE-2014-5267 since 08/15/2014. The exploitation appears to be easy. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Technical details of the vulnerability are known, but there is no available exploit. The attack technique deployed by this issue is T1068 according to MITRE ATT&CK. The advisory points out:
Drupal 6 and Drupal 7 include an XML-RPC endpoint which is publicly available (xmlrpc.php). The PHP XML parser used by this XML-RPC endpoint is vulnerable to an XML entity expansion attack and other related XML payload attacks which can cause CPU and memory exhaustion and the site's database to reach the maximum number of open connections. Any of these may lead to the site becoming unavailable or unresponsive (denial of service).

The vulnerability scanner Nessus provides a plugin with the ID 77100 (Debian DSA-2999-1 : drupal7 - security update), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Debian Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 122561 (Fedora Security Update for drupal7 (FEDORA-2014-9278)). The advisory illustrates:

All Drupal sites are vulnerable to this attack whether XML-RPC is used or not.

Upgrading to version 6.33 or 7.31 eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at cgit.drupalcode.org. The best possible mitigation is suggested to be upgrading to the latest version.
