It was discovered in gnutls before version 3.6.7 upstream that there is an uninitialized pointer access in gnutls versions 3.6.3 or later which can be triggered by certain post-handshake messages.

The bug was discovered 04/05/2019. The weakness was shared 04/01/2019 by Amir as confirmed bug report (Bugzilla). The advisory is available at bugzilla.redhat.com. This vulnerability is handled as CVE-2019-3836 since 01/03/2019. The attack may be launched remotely. No form of authentication is required for exploitation. The technical details are unknown and an exploit is not available.
