The xp_runwebtask stored procedure in the Web Tasks component of Microsoft SQL Server 7.0 and 2000, Microsoft Data Engine (MSDE) 1.0, and Microsoft Desktop Engine (MSDE) 2000 can be executed by PUBLIC, which allows an attacker to gain privileges by updating a webtask that is owned by the database owner through the msdb.dbo.mswebtasks table, which does not have strong permissions.

The weakness was disclosed 10/28/2002 by David Litchfield with Next Generation Security Software as MS02-061 as confirmed bulletin (Technet). It is possible to read the advisory at microsoft.com. This vulnerability is known as CVE-2002-1145. The exploitation appears to be easy. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Technical details of the vulnerability are known, but there is no available exploit. The attack technique deployed by this issue is T1068 according to MITRE ATT&CK.

The vulnerability scanner Nessus provides a plugin with the ID 11214 (MS02-061: Microsoft SQL Server Multiple Vulnerabilities (uncredentialed check)), which helps to determine the existence of the flaw in a target environment. The commercial vulnerability scanner Qualys is able to test this issue with plugin 19086 (Microsoft SQL Server Web Tasks Privilege Elevation Vulnerability (MS02-061)).
