Adobe Flash Player 9.x up to 9.0.48.0, 8.x up to 8.0.35.0, and 7.x up to 7.0.70.0 does not sufficiently restrict the interpretation and usage of cross-domain policy files, which makes it easier for remote attackers to conduct cross-domain and cross-site scripting (XSS) attacks.

The weakness was shared 04/09/2008 by Toshiharu Sugiyama (JPCERT) with Ernst & Young Advanced Security Center (Website). It is possible to read the advisory at adobe.com. This vulnerability is known as CVE-2007-6243 since 12/05/2007. The attack can be launched remotely. The exploitation doesn't need any form of authentication. It demands that the victim is doing some kind of user interaction. The technical details are unknown and an exploit is not publicly available. The attack technique deployed by this issue is T1068 according to MITRE ATT&CK.
