ntpd in NTP 4.x before 4.2.8p8 allows remote attackers to cause a denial of service (interleaved-mode transition and time change) via a spoofed broadcast packet. NOTE: this vulnerability exists because of an incomplete fix for CVE-2016-1548.
The weakness was presented 06/02/2016 by Miroslav Lichvar with Red Hat as confirmed release notes (Website). The advisory is shared at support.ntp.org. The public release was coordinated in cooperation with the project team. This vulnerability is uniquely identified as CVE-2016-4956 since 05/23/2016. The exploitability is told to be easy. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Neither technical details nor an exploit are publicly available.

Applying the patch 4.2.8p8 is able to eliminate this problem. A possible mitigation has been published before and not just after the disclosure of the vulnerability. The release notes contains the following remark:
