Apache HTTP Server up to 1.3.32-r1 mod_include get_tag memory corruption

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Summaryinfo

A vulnerability classified as problematic has been found in Apache HTTP Server up to 1.3.32-r1. This affects the function get_tag of the component mod_include. The manipulation leads to memory corruption. This vulnerability is referenced as CVE-2004-0940. The attack needs to be initiated within the local network. Furthermore, an exploit is available. It is recommended to upgrade the affected component.

Detailsinfo

A vulnerability, which was classified as problematic, has been found in Apache HTTP Server up to 1.3.32-r1 (Web Server). This issue affects the function get_tag of the component mod_include. The manipulation with an unknown input leads to a memory corruption vulnerability. Using CWE to declare the problem leads to CWE-119. The product performs operations on a memory buffer, but it can read from or write to a memory location that is outside of the intended boundary of the buffer. Impacted is availability. The summary by CVE is:

Buffer overflow in the get_tag function in mod_include for Apache 1.3.x to 1.3.32 allows local users who can create SSI documents to execute arbitrary code as the apache user via SSI (XSSI) documents that trigger a length calculation error.

The weakness was published 11/02/2004 by Matthias Geerdsen with Gentoo (Website). The advisory is shared at gentoo.org. The identification of this vulnerability is CVE-2004-0940 since 10/12/2004. Access to the local network is required for this attack to succeed. No form of authentication is needed for a successful exploitation. Technical details as well as a public exploit are known.

The exploit is available at exploit-db.com. It is declared as proof-of-concept. We expect the 0-day to have been worth approximately $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 15797 (FreeBSD : apache mod_include buffer overflow vulnerability (11)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family FreeBSD Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 86680 (Multiple Apache 1.3.32 and Earlier Web Server Local Buffer Overflow Vulnerabilities).

Upgrading eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at httpd.apache.org. The best possible mitigation is suggested to be upgrading to the latest version.

The vulnerability is also documented in the databases at X-Force (17785), Exploit-DB (587), Tenable (15797), SecurityFocus (BID 11471†) and OSVDB (11003†). xforce.iss.net is providing further details.
