OpenBSD 3.8, 3.9, and possibly earlier versions allows context-dependent attackers to cause a denial of service (kernel panic) by allocating more semaphores than the default.

The weakness was published 08/28/2006 with OpenBSD Team (Website). It is possible to read the advisory at openbsd.org. The identification of this vulnerability is CVE-2006-4435 since 08/28/2006. The attack needs to be done within the local network. No form of authentication is needed for a successful exploitation. The technical details are unknown and an exploit is not publicly available.

Applying a patch is able to eliminate this problem. The bugfix is ready for download at ftp.openbsd.org.
