CVE-2026-47017 in PeopleSoft Enterprise PeopleToolsinfo

Summary

by MITRE • 07/22/2026

Vulnerability in the PeopleSoft Enterprise PeopleTools product of Oracle PeopleSoft (component: Process Scheduler). Supported versions that are affected are 8.61 and 8.62. Easily exploitable vulnerability allows low privileged attacker with network access via HTTP to compromise PeopleSoft Enterprise PeopleTools. Successful attacks require human interaction from a person other than the attacker and while the vulnerability is in PeopleSoft Enterprise PeopleTools, attacks may significantly impact additional products (scope change). Successful attacks of this vulnerability can result in unauthorized creation, deletion or modification access to critical data or all PeopleSoft Enterprise PeopleTools accessible data as well as unauthorized access to critical data or complete access to all PeopleSoft Enterprise PeopleTools accessible data. CVSS 3.1 Base Score 8.7 (Confidentiality and Integrity impacts). CVSS Vector: (CVSS:3.1/AV:N/AC:L/PR:L/UI:R/S:C/C:H/I:H/A:N).

Analysis

by VulDB Data Team • 07/22/2026

This vulnerability resides within the Process Scheduler component of Oracle PeopleSoft Enterprise PeopleTools versions 8.61 and 8.62, representing a critical security flaw that significantly impacts enterprise data integrity and confidentiality. The vulnerability operates at the application layer and is classified as easily exploitable due to its accessible nature via standard HTTP network protocols, making it particularly dangerous for organizations relying on PeopleSoft platforms for business-critical operations.

The technical implementation of this flaw stems from insufficient access controls and authentication mechanisms within the Process Scheduler module, allowing low-privileged attackers to execute malicious actions against the system. The Common Weakness Enumeration (CWE) classification for such vulnerabilities typically falls under CWE-285: Improper Authorization, which directly aligns with the vulnerability's ability to enable unauthorized data manipulation. The CVSS 3.1 scoring of 8.7 reflects the high severity impact on both confidentiality and integrity aspects, with the vector AV:N/AC:L/PR:L/UI:R/S:C/C:H/I:H/A:N indicating that network-based attacks require low complexity but can be executed by users with limited privileges, though they necessitate human interaction from legitimate users.

The operational impact extends beyond the immediate PeopleSoft Enterprise PeopleTools environment, creating a scope change that affects additional products within the Oracle ecosystem. This cascading effect demonstrates how vulnerabilities in one component can compromise interconnected systems, potentially exposing sensitive financial and operational data across multiple business domains. The successful exploitation allows attackers to perform unauthorized creation, deletion, or modification operations against critical data repositories, while simultaneously enabling complete access to all accessible data within the PeopleSoft platform.

Security professionals should recognize this vulnerability as a prime target for advanced persistent threat actors seeking to establish long-term access to enterprise resources. The requirement for human interaction suggests that social engineering or phishing techniques might be employed to initiate the attack chain, making employee awareness training crucial for defense. Mitigation strategies must include immediate patch deployment for affected versions, implementation of network segmentation controls, and enhanced monitoring of Process Scheduler activities. Organizations should also consider applying the ATT&CK framework's T1078.004 technique for legitimate credentials use, as this vulnerability may enable attackers to leverage compromised user accounts for continued access to sensitive systems. The comprehensive remediation approach should encompass both technical fixes and administrative controls to prevent unauthorized access and data compromise across the entire PeopleSoft ecosystem.
