HTTP/2 Data Buffer resource consumption

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Summaryinfo

A vulnerability categorized as critical has been discovered in HTTP2. Affected by this vulnerability is an unknown functionality of the component Data Buffer Handler. Executing a manipulation can lead to resource consumption. This vulnerability appears as CVE-2019-9517. The attack may be performed from remote. There is no available exploit. This vulnerability has a historic impact due to its background and reception. The application of restrictive firewalling is recommended.

Detailsinfo

A vulnerability has been found in HTTP2 (affected version unknown) and classified as critical. This vulnerability affects an unknown functionality of the component Data Buffer Handler. The manipulation with an unknown input leads to a resource consumption vulnerability. The CWE definition for the vulnerability is CWE-400. The product does not properly control the allocation and maintenance of a limited resource, thereby enabling an actor to influence the amount of resources consumed, eventually leading to the exhaustion of available resources. As an impact it is known to affect availability. CVE summarizes:

Some HTTP/2 implementations are vulnerable to unconstrained interal data buffering, potentially leading to a denial of service. The attacker opens the HTTP/2 window so the peer can send without constraint; however, they leave the TCP window closed so the peer cannot actually write (many of) the bytes on the wire. The attacker then sends a stream of requests for a large response object. Depending on how the servers queue the responses, this can consume excess memory, CPU, or both.

The weakness was presented 08/13/2019 as confirmed advisory (CERT.org). The advisory is shared for download at kb.cert.org. This vulnerability was named CVE-2019-9517 since 03/01/2019. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. There are neither technical details nor an exploit publicly available. The current price for an exploit might be approx. USD $0-$5k (estimation calculated on 01/15/2025). The MITRE ATT&CK project declares the attack technique as T1499. This vulnerability has a historic impact due to its background and reception.

The vulnerability scanner Nessus provides a plugin with the ID 210268 (RHEL 6 / 7 : httpd24-httpd and httpd24-nghttp2 (RHSA-2019:2949)), which helps to determine the existence of the flaw in a target environment.

Proper firewalling of is able to address this issue.
