This vulnerability is historically significant due to its background and the way it was received. It is suggested to use restrictive firewalling.
Details
A vulnerability classified as critical has been found in HTTP2 (version now known). This affects some unknown processing of the component Empty Frame Handler. The manipulation with an unknown input leads to a resource consumption vulnerability. CWE is classifying the issue as CWE-400. The product does not properly control the allocation and maintenance of a limited resource, thereby enabling an actor to influence the amount of resources consumed, eventually leading to the exhaustion of available resources. This is going to have an impact on availability. The summary by CVE is:
Some HTTP/2 implementations are vulnerable to a flood of empty frames, potentially leading to a denial of service. The attacker sends a stream of frames with an empty payload and without the end-of-stream flag. These frames can be DATA, HEADERS, CONTINUATION and/or PUSH_PROMISE. The peer spends time processing each frame disproportionate to attack bandwidth. This can consume excess CPU.
The weakness was presented 08/13/2019 as not defined mailinglist post (Bugtraq). The advisory is shared at seclists.org. This vulnerability is uniquely identified as CVE-2019-9518 since 03/01/2019. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Neither technical details nor an exploit are publicly available. The price for an exploit might be around USD $0-$5k at the moment (estimation calculated on 01/12/2026). MITRE ATT&CK project uses the attack technique T1499 for this issue. Due to its background and reception, this vulnerability has a historic impact.
It is possible to mitigate the weakness by firewalling .
