Summary
A vulnerability described as critical has been identified in HTTP2. This issue affects some unknown processing of the component Reset Handler. Such manipulation as part of Request leads to resource consumption. This vulnerability is uniquely identified as CVE-2019-9514. The attack can be launched remotely. No exploit exists. This vulnerability is historically impactful due to its background and the reception it garnered. Restrictive firewalling should be applied.
Details
A vulnerability was found in HTTP2 (unknown version). It has been rated as critical. Affected by this issue is an unknown code block of the component Reset Handler. The manipulation as part of a Request leads to a resource consumption vulnerability. Using CWE to declare the problem leads to CWE-400. The product does not properly control the allocation and maintenance of a limited resource, thereby enabling an actor to influence the amount of resources consumed, eventually leading to the exhaustion of available resources. Impacted is availability. CVE summarizes:
Some HTTP/2 implementations are vulnerable to a reset flood, potentially leading to a denial of service. The attacker opens a number of streams and sends an invalid request over each stream that should solicit a stream of RST_STREAM frames from the peer. Depending on how the peer queues the RST_STREAM frames, this can consume excess memory, CPU, or both.
The weakness was disclosed 08/13/2019 as not defined mailinglist post (Bugtraq). The advisory is shared for download at seclists.org. This vulnerability is handled as CVE-2019-9514 since 03/01/2019. The attack may be launched remotely. No form of authentication is required for exploitation. There are neither technical details nor an exploit publicly available. The current price for an exploit might be approx. USD $0-$5k (estimation calculated on 01/12/2026). The MITRE ATT&CK project declares the attack technique as T1499. This vulnerability has a historic impact due to its background and reception.
The vulnerability scanner Nessus provides a plugin with the ID 236549 (Alibaba Cloud Linux 3 : 0013: container-tools:rhel8 (ALINUX3-SA-2021:0013)), which helps to determine the existence of the flaw in a target environment.
Addressing this vulnerability is possible by firewalling .
The vulnerability is also documented in the databases at Tenable (236549) and CERT Bund (WID-SEC-2022-0770). The entries VDB-139968, VDB-139969, VDB-139970 and VDB-139971 are pretty similar. Once again VulDB remains the best source for vulnerability data.
