HTTP/2 Loop Request resource consumption

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Summaryinfo

A vulnerability marked as critical has been reported in HTTP2. This vulnerability affects unknown code of the component Loop Handler. This manipulation as part of Request causes resource consumption. This vulnerability is handled as CVE-2019-9513. The attack can be initiated remotely. There is not any exploit available. This vulnerability is considered historic because of its background and reception. It is advisable to implement restrictive firewalling.

Detailsinfo

A vulnerability was found in HTTP2 (the affected version is unknown). It has been declared as critical. Affected by this vulnerability is an unknown code of the component Loop Handler. The manipulation as part of a Request leads to a resource consumption vulnerability. The CWE definition for the vulnerability is CWE-400. The product does not properly control the allocation and maintenance of a limited resource, thereby enabling an actor to influence the amount of resources consumed, eventually leading to the exhaustion of available resources. As an impact it is known to affect availability. The summary by CVE is:

Some HTTP/2 implementations are vulnerable to resource loops, potentially leading to a denial of service. The attacker creates multiple request streams and continually shuffles the priority of the streams in a way that causes substantial churn to the priority tree. This can consume excess CPU.

The weakness was released 08/13/2019 as confirmed advisory (CERT.org). It is possible to read the advisory at kb.cert.org. This vulnerability is known as CVE-2019-9513 since 03/01/2019. The attack can be launched remotely. The exploitation doesn't need any form of authentication. The technical details are unknown and an exploit is not publicly available. The pricing for an exploit might be around USD $0-$5k at the moment (estimation calculated on 01/15/2025). The attack technique deployed by this issue is T1499 according to MITRE ATT&CK. Due to its background and reception, this vulnerability has a historic impact.

The vulnerability scanner Nessus provides a plugin with the ID 210459 (RHEL 7 : rh-nginx114-nginx (RHSA-2019:2775)), which helps to determine the existence of the flaw in a target environment.

Proper firewalling of is able to address this issue.
