The weakness was shared 01/08/2013 by Andy Yang with BAE Systems Detica as MS13-003 as confirmed bulletin (Microsoft Technet). The advisory is shared at technet.microsoft.com. The vendor cooperated in the coordination of the public release. This vulnerability is uniquely identified as CVE-2013-0010 since 11/27/2012. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. It demands that the victim is doing some kind of user interaction. Technical details and a public exploit are known. MITRE ATT&CK project uses the attack technique T1059.007 for this issue.
After 2 months, there has been an exploit disclosed. The exploit is shared for download at baesystemsdetica.com.au. It is declared as proof-of-concept. By approaching the search of inurl:InternalPages/ViewTypeManager.aspx it is possible to find vulnerable targets with Google Hacking. The vulnerability scanner Nessus provides a plugin with the ID 63421 (MS13-003: Vulnerabilities in System Center Operations Manager Could Allow Elevation of Privilege (2748552)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins. The commercial vulnerability scanner Qualys is able to test this issue with plugin 90855 (Microsoft System Center Operations Manager Elevation of Privilege Vulnerability (MS13-003)).
Applying the patch MS13-003 is able to eliminate this problem. The bugfix is ready for download at technet.microsoft.com. A possible mitigation has been published immediately after the disclosure of the vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 12550.
