The weakness was disclosed 10/09/2012 as MS12-069 as confirmed bulletin (Website). It is possible to read the advisory at technet.microsoft.com. The public release has been coordinated in cooperation with Microsoft. This vulnerability is uniquely identified as CVE-2012-2551 since 05/09/2012. It is possible to initiate the attack remotely.
